Resolution on the 2021 East Bay DSA Priorities Resolution Process

Referred to General Membership by the East Bay DSA Steering Committee

Whereas the East Bay DSA Bylaws mandate that at the annual Chapter Convention, “the Chapter shall elect all officers of the Chapter and adopt a Priorities Resolution.”

Whereas East Bay DSA adopted a 2020 Priorities Resolution not long ago at our September 2020 Local Convention.

Whereas the breadth of the current Priorities Resolution has created challenges in the implementation of many of its planks, and more focused prioritization would benefit our Chapter’s campaigns and overall political efficacy.

Whereas the Convention Organizing Working Group is interested in working toward a more focused set of priorities through our 2021 Local Convention, while maintaining the breadth of politics and projects represented in our current Priorities Resolution and generating democratic buy-in from the Chapter around the Priorities Resolution Process.

Therefore be it resolved that East Bay DSA will adopt its current Priorities Resolution as the base document for a Chapter Platform to be ratified at the May 2021 Local Convention.

Be it further resolved that the May 2021 Local Convention will deliberate and vote on amendments to that base document, including the submission of new planks.

Be it further resolved that the May 2021 Local Convention will debate and vote to select [Number TBD]* Priority Campaigns from the Chapter Platform which, taken together, will constitute our 2021 Priorities Resolution. The Local Convention will select these Priority Campaigns by a single-transferable vote method.

Be it further resolved that the 2021-22 East Bay DSA Steering Committee will be tasked with carrying out this Priorities Resolution by allotting appropriate chapter resources to the Priority Campaigns. Resources may include chapter funds, promotion in chapter communications, and aid in volunteer recruitment.

Be it further resolved that chapter campaigns and projects may not be excluded from access to chapter resources by virtue of not being selected as a Priority Campaign.

*NB: We will use this Robert’s Rules procedure to fill the blank here and determine the number of priority campaigns.

Resolution for East Bay DSA to Approve CA DSA Bylaws

Submitted by Rex LC, Kaela SH, and Renée P

WHEREAS East Bay DSA voted to participate in the process of building a Statewide organization to serve as California’s regional body to coordinate campaigns and projects crossing a variety of tactics and terrains of struggle; and

WHEREAS the statewide exploratory committee charged with developing a vision and bylaws for a new, statewide CA-DSA regional organization has concluded its task; and

WHEREAS the approved bylaws adhere to the principles for CA-DSA approved by our chapter including:

  • Sharing resources, particularly with new/smaller chapters
  • Liaising with statewide organizations for strategic coordination
  • Increased continuity of statewide organizing efforts
  • Statewide electoral endorsements
  • Greater connection to YDSA
  • Proportional representation
  • Required representation for small chapters
  • Procedural mechanisms to ensure wide support of statewide decisions
  • Democratic governance of the CA DSA PAC

WHEREAS a regional organization will provide added capacity for the development, growth, coordination and political effectiveness of members and chapters across the state of California; and

WHEREAS the chapter’s delegate to the exploratory committee voted affirmatively for the final amended version of the bylaws; and

WHEREAS upon passage by 50+1 percent of CA chapters the bylaws will be submitted to DSA’s National Political Committee (NPC) for final consideration of the formation of CA-DSA as the regional, statewide organization of the state of California;

THEREFORE, BE IT RESOLVED that East Bay DSA supports the formation of a California DSA and approves the CA-DSA Bylaws document as the initial governing document of CA-DSA and its submission to the NPC for final approval of the regional CA-DSA organization.
